Salomone’s response describes verbal reports. No written six-month analysis appears in this supplied chain. The correspondence does not establish the contents or quality of any oral analysis, prove that the incident count was fabricated, or rule out records held elsewhere.
These are transcriptions, not images of the original or a complete email record. All 19 PDF pages were visually reviewed. Quotations were checked against those pages; line wrapping is normalized. Bracketed notes mark omitted material. Email addresses, phone numbers and mailing addresses are excluded.
What the request sought
Records requester · March 10, 2026 · Original PDF pp. 13–14
The February 25 request sought incident details (pp. 17–18). The March 10 follow-up asked for lists, dispatch records, incident reports, notes and other material behind the public reference to approximately 100 incidents. One requested category was:
Any internal reports, analyses, presentations, or briefing materials referencing the “100” incidents
[Other requested categories, surrounding paragraphs, headers and signature omitted. This selection is one complete list item from p. 14.]
Wilson’s records response and its limit
Samuel Wilson · March 11, 2026 at 8:46 AM · Original PDF p. 10
Wilson’s March 10 response refers to attached reporting-system records (p. 15). After the requester asked about additional records, Wilson replied:
These are all of the records kept by the City of Norwich Fire Department, as requested. I will again refer you to my original statement:
It's very important to understand that what is included in this list does not represent in any way the full list of events at which I was present as Chief. My presence is only recorded if I take official action, and it is not uncommon for me to be on site to observe and oversee, without needing to take any action. In other words, it would be inaccurate to say that the incidents listed here represent all of the places I was physically present, and it should not be reported as such. Thank you for your request.
[Greeting, headers and signature omitted. Both substantive paragraphs are reproduced in full; the second repeats Wilson’s earlier statement.]
An acknowledgment, then further questions
Records requester · March 11, 2026 at 9:47 AM · Original PDF p. 10
the requester initially acknowledged completion:
I will file request as completed
[Thanks, closing, headers and signature omitted. The quoted line has no final punctuation in the PDF.]
Later that day, he raised questions about timestamps and requested underlying unit-level records (pp. 8–9). On April 7 and April 13, he renewed the report request after describing a budget-meeting statement (pp. 3–8). That meeting recording was not reviewed for this source page.
The renewed report request
Records requester · April 13, 2026 · Original PDF pp. 3–5
The renewed request begins on p. 3:
This is a final request for all responsive records pertaining to this matter, if they exist.
[Remaining paragraphs, headers and signature omitted.]
On p. 4, the requester asks for the report referenced by the City Manager, any draft or final version, and other responsive records not previously produced. Wilson’s April 8 reply said, “I have provided you with all requested documentation in my possession.” (p. 5). the requester replied that his request was not limited to Wilson’s office.
The April 14 replies
John Salomone and Jacquie Barbarossa · April 14, 2026 · Original PDF p. 1
After the City Clerk routed the renewed request, Salomone wrote:
I have verbal reports not written reports.
[Salutation, closing and contact headers omitted. This is Salomone’s full substantive sentence.]
Earlier that morning, Jacquie Barbarossa, identified in her signature as Executive Assistant to the City Manager, wrote:
I have no additional documentation in my possession regarding your request.
[Greeting, signature and contact headers omitted. This is Barbarossa’s full substantive sentence.]
Provenance and what is missing
Source NF-000045 is a supplied project copy of a 19-page Mail-exported PDF containing correspondence dated February 25–April 14, 2026. The visible thread links the original request, the City Clerk’s routing, Wilson’s records response and the subsequent report requests. Earlier messages appear as quoted email text. Native messages and delivery details have not been authenticated in this review.
The file refers to an incident-report attachment, but contains no embedded attachment or reproduced incident reports. Those reports, the press-conference recording and the budget-meeting recording were not reviewed for this page. This correspondence alone cannot verify the number or merits of the incidents, the adequacy of a records search, or a claim of intentional withholding.
